Capt. Laumann is a New Hampshire native. He graduated with a bachelor’s degree in Imaging Science from the Rochester Institute of Technology in 1998, and his master’s degree from the U.S. Navy War College in 2010. He commissioned an Ensign in May 1999, and subsequently was designated a Naval Intelligence Officer.

Operational tours include deputy intelligence officer at Command Patrol and Reconnaissance Wing ONE in Kami-Seya, Japan. Additional operational assignments include Naval Special Warfare Development Group, Naval Special Warfare Tactical Development and Evaluation Squadron FOUR, and Assistant Chief of Staff for Intelligence and Cryptology, Carrier Strike Group THREE. Currently he is the Commanding Officer of Navy Information Operations Command, Texas in San Antonio, Texas.

Ashore, Laumann served as senior intelligence officer at Naval Special Warfare Group FOUR, targeting officer at Joint Transformation Command – Intelligence, operational planning team lead at U.S. Naval Central Command, and a cyber planning lead (J25) and Current Intelligence (J23) department head at U.S. Cyber Command. He most recently was Commanding Officer, Information Warfare Training Command San Diego.

Laumann has participated in the following major operations: Operation Noble Return (EP-3 in China; 2001), Operation Enduring Freedom (Afghanistan; 2001, Philippines; 2002, Afghanistan, 2007, 2008, and 2009), Operation Iraqi Freedom (2004, 2006 - 2007) and Operation Willing Spirit (Colombia, 2006).

Laumann is a 2010 graduate of the Navy War College’s Maritime Advanced Warfare School. In 2013 he served as a Federal Executive Fellow at the Center for Strategic and International Studies in Washington, DC. His awards include two NETC White “T” training excellence awards, three Golden Anchor retention awards, and multiple Joint, Navy and unit commendation awards.
