History
In 1998, the Chief of Naval Operations (CNO) established Naval Warfare Development Center in Newport, Rhode Island, to lead fleet battle problem experimentation, develop new operational concepts, and deliver doctrine to the fleet. As a result, Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM) established Naval Information Warfighting Development Center (NIWDC) as a part of a series of CNO-directed actions to establish a warfighting development center for each of the warfare type commands. The center trains and assesses information warfare forces in advanced tactics, techniques, and procedures.
NIWDC is co-located with the COMUSFLTFORCOM in Norfolk, Virginia, with footprints in San Diego, California, Virginia Beach, Virginia, and Suffolk, Virginia. Established in 2017, NIWDC is one of 74 commands under Naval Information Forces (NAVIFOR) and one of five warfighting development centers in the Navy.
NIWDC is codifying advanced information warfare (IW) training requirements through the NAVIFOR Training Campaign Plan. NIWDC is in the process of developing additional live, virtual, constructive training nodes, leading to increased maritime tri-service integration. We collaborate with carrier strike group, amphibious ready group, and Marine expeditionary unit commanders to solve our greatest IW problem sets.
