Capt. Melichar

Commanding Officer, Naval Information Warfare Training Group (NIWTG) San Diego

20 September 2020 A native of Albia, Iowa, Capt. Melichar enlisted in 1991 as an aviation electronics technician serving as an A-6 Intruder plane captain for Attack Squadron (VA) 42 in Virginia Beach, Virginia, and a P3 in flight technician for Patrol Squadron (VP) 8 in Brunswick, Maine, completing one deployment to Roosevelt Roads, Puerto Rico.

Capt. Melichar began his career in the information warfare community as a cryptologist at Naval Security Group Activity (NSWG) Misawa, Japan as the bull ensign. His duties include watch section lead, chief of satellite systems and analysis, NATOPS division officer, detachment officer in charge (OIC) where he qualifying as an air observer and special evaluator. He was selected by the director of the National Security Agency (NSA) to attend the Junior Officer Career Cryptologic Career Program (JOCCP).

Capt. Melichar reported to Navy Information Operations Command (NIOC) NIOC Maryland onboard Fort George G. Meade serving as a division officer and later the department head for N5 where he was responsible for all inbound and outbound Sailors. While in JOCCP he served on the NSA Red Team, tailored access operations, Office of Target Reconnaissance and Survey, and Minuteman. He made several deployments in support of Operation Enduring Freedom, Operation Iraqi Freedom and was selected as officer in charge of interrogation operations for detainee operations in Guantanamo Bay, Cuba.

Captain Melichar then reported to Expeditionary Strike Group (ESG) 2 forward deployed to Manama, Bahrain. There he served as the information operations planner, deputy information warfare commander, cryptologic resource coordinator and senior battle watch captain. While assigned to ESG-2, he was selected to serve as military aide to Rear Adm. Michael Brown and detailed to the Department of Homeland Security (DHS).

As a military aide and special assistant, Capt. Melichar represented DHS requirements in the Department of Defense (DoD) development of non-kinetics targeting process during U.S. Cyber Command Joint Fires Element Coordination Board and worked to align DHS and DoD efforts to strengthen federal and military government, public and private sector information systems against nation state cyber threats and vulnerabilities.

Capt. Melichar then served on the Joint Staff in the J5 directorate for partnership engagements before taking over as the executive officer of NIOC Menwith Hill, United Kingdom, where he oversaw the disestablishment of the command.

Following his executive officer tour, Capt. Melichar reported to Commander, Naval Forces Africa, Commander, Naval Forces Europe and Commander, U.S. 6th Fleet in Naples, Italy where he served as the senior staff cryptologist, force cryptologist and the deputy director (N2A) for intelligence while executing Operations Inherent Resolve and Odyssey Lightning. 

Capt. Melichar served onboard U.S. Indo-Pacific Command in Hawaii where he was assigned to the J2 directorate serving in the capacity as the director for operations, director for intelligence reconnaissance surveillance and collections, and director for cyber analysis.

Capt. Melichar is a joint qualified officer, attended the Naval Academy Preparatory School, holds a Bachelor of Science degree from the U.S. Naval Academy and a Masters of business administration degree from the Naval Post Graduate School with a subspecialty in acquisitions. He was selected as the Misawa Security Operations Center Military Performer of the Year and the National Security Agency / Cryptologic Support Services Military Performer of the year for 2002.
