Captain Vincent Tionquiao, earned his commission and Bachelor of Science in Marine Engineering from the U.S. Naval Academy in 1996. In 2003, he received a Master of Science in Systems Engineering and Analysis from the Naval Postgraduate School (NPS) in Monterey, California. 

He is a qualified Surface Warfare Officer, Information Warfare Officer and Joint Specialty Officer. In August 2020, he assumed his current position as Commanding Officer of Naval Computer and Telecommunications Area Master Station Pacific and Commander Task Group 1010.3.

As a Surface Warfare Officer, his initial sea tour was aboard USS COMSTOCK (LSD 45) where he concurrently served as Weapons Officer and Combat Information Center Officer, and deployed with the PELELIEU Amphibious Ready Group and the 13th Marine Expeditionary Unit to the Arabian Gulf. He then reported to Amphibious Squadron FIVE as the staff’s Command, Control, Communications, Computers and Intelligence (C4I) Officer.  During a deployment with the TARAWA Amphibious Ready Group and the 13th Marine Expeditionary Unit, he transitioned to be the Assistant Operations Officer responsible for bilateral exercises with Singapore, Thailand, United Arab Emirates, Saudi Arabia, and Kuwait and supported the recovery of USS COLE (DDG 67) from the Gulf of Aden in October 2000. 

As an Information Professional (IP), he served as the Flag Communications Officer for Carrier Strike Group FOUR where he supported certifications for deploying Strike Groups.  He has deployed to Kabul, Afghanistan in a Global War on Terrorism Support Assignment as the Communications Operations Officer-In-Charge for Combined Security Transition Command, Afghanistan. He was also assigned to Carrier Strike Group ELEVEN where he served as the Information Warfare Commander for NIMITZ Carrier Strike Group supporting Operation Iraqi Freedom and Operation Enduring Freedom from the Arabian Gulf and conducted operations in the Indo-Pacific Theater.

Ashore he served as an instructor at Expeditionary Warfare Training Group Pacific.  Afterwards, while at NPS, he lateral transferred to the Navy’s Information Professional community and served his first IP tour as a Division Chief in the National Security Agency’s Information Assurance Directorate and as a Department Head for Navy Information Operations Command Maryland.  He supported counter-illicit trafficking operations as the Deputy Director C4I Systems and as the Navy Element Executive Officer for Joint Interagency Task Force South. He served as Deputy Assistant Chief of Staff, Networks and Information Systems (N6) for Fleet Cyber Command and TENTH Fleet where he was recognized for his support to Operation Rolling Tide. He served in the Pentagon as the Special Assistant to the 38th Vice Chief of Naval Operations. 

He most recently served as US Pacific Fleet’s Deputy Director for Communications and Information Systems.
