Cmdr. Anthony ‘Marc’ Bumatay, a native of Los Angeles, Calif., joined the Navy in 2002.  He was commissioned through Officer Candidate School in Pensacola, Fla.  Cmdr. Bumatay is a graduate of the University of San Francisco and the Naval Postgraduate School, and holds an MS in Information Systems and an MS in Network Operations.  He assumed command of NCTS Guam on June 2021.

Operational tours include assignments with Naval Coastal Warfare Group ONE where he deployed in support of Operation Iraqi Freedom and assigned as Officer in Charge of the Al Basrah and Khor Alamaya Oil Terminals in Iraq immediately after the terrorist attacks on the USS Firebolt and the Iraqi oil terminals in 2004.

Cmdr. Bumatay completed two WESTPAC deployments onboard USS Carl Vinson (CVN-70) as the Communications Officer and Combat Systems Information Officer. He then reported to U.S. FIFTH Fleet/U.S Naval Central Command (USNAVCENT) in Manama, Bahrain as the Flag and Coalition Communications Officer. As USNAVCENT’s Lead C5I Planner, he led the planning and execution of C5I capabilities for Commander, Task Force FIFTY (CTF-50), Commander, Task Force FIFTY-ONE (CTF-51) and the Joint Combined Planning Cell in Riyadh, Saudi Arabia, in support of Operation Inherent Resolve and Operation Restoring Hope in Yemen.

Cmdr. Bumatay also served on the staff of Carrier Strike Group NINE embarked on the USS Theodore Roosevelt as the Flag Communications Officer and Deputy N6. During this period, he led C5I integration efforts for the Navy’s complex 3 CVN hull-swap and was also hand-picked by Commander, U.S. THIRD Fleet to serve as the Fleet Communications Officer and Deputy N6 for RIMPAC 2016, the world’s largest multi-national maritime exercise.

Most recently, he served as the Assistant Chief of Staff for C5I (N6) on Carrier Strike Group THREE embarked on board USS Abraham Lincoln, overseeing all aspects of C5I readiness across the strike group.

Ashore, he served as the Executive Officer at NAVCOMTELSTA San Diego, leading daily command operations, supporting critical fleet communications and providing voice and network services to over 120,000 end-users encompassing 300 support activities in Navy Region Southwest. As a student at the Naval Postgraduate School, he participated in Operation Damayan, the U.S. Navy’s HA/DR response to super typhoon Haiyan. He established communications links between the Multi-National Command Center in the Philippines and the areas devastated by the super typhoon, enabling joint and coalition interoperability.

Cmdr. Bumatay is a qualified Surface Warfare and Information Warfare Officer. He is authorized to wear the Navy Meritorious Service Medal (3), Navy Commendation Medal (3), the Navy and Marine Corps Achievement Medal (3), along with various other unit and service awards.
