Edwin Grohe serves as the technical director for the Naval Information Warfighting Development Center (NIWDC).  He was appointed to this Senior Level (SL) position in August 2021, where he serves as a principal advisor to the commander in his role to provide advanced information warfare (IW) training, produce highly skilled Weapons Tactics Instructors, and develop additional live, virtual, constructive training nodes, leading to increased maritime tri-service integration.  Prior to his current position, he was a defense contractor leading a team that provided electromagnetic warfare and electromagnetic spectrum operations expertise to the U.S. Air Force at Air Combat Command, assisting in their role to man, train, and equip the combat air forces.  
 
Mr. Grohe began his career as a Naval Officer and retired from active duty as a Captain after 27 years of service.  While on active duty as a Naval Aviator, Mr. Grohe amassed over 2,600 flight hours and 600 carrier arrested landings mostly in the EA-6B Prowler, conducting electronic warfare on multiple combat deployments from both east and west coast based aircraft carrier strike groups.  His flying career culminated during his tour as the commanding officer of Electronic Attack Squadron 142, which deployed to combat and earned the 2013 Battle Efficiency award, the 2013 Arleigh Burke Trophy for Pacific Fleet, the 2013 Aviation Safety Award and the 2012 “Golden Wrench” for the best maintenance department in the Electronic Attack Wing.  While in the electronic attack community Mr. Grohe earned many qualifications, including Fleet Replacement Squadron (FRS) instructor pilot and Prowler Tactics Instructor (PTI).  
 
Ashore, he commanded the Information Warfare Training Group, whose responsibilities included training, assessment and certification of surface ships in the IW capabilities, including electronic warfare, cryptologic operations and cyber security.  His command was also responsible for imagery analyst and targeteer training as well as operations security, meteorology and oceanography training.  In addition, the command was responsible for the Navy’s Information Operations Database, which provided data for reprogramming fleet electronic warfare systems.
 
Additional staff assignments have included tours at Joint Functional Component Command for Network Warfare, which became U.S. Cyber Command, and as the U.S. 6th Fleet liaison officer to the French Mediterranean Fleet at Toulon, France.  He also served as a Federal Executive Fellow at the Johns Hopkins University Applied Physics Laboratory, specializing in cyber strategy and policy.  
 
Mr. Grohe holds a Bachelor of Science degree in aerospace engineering from the U.S. Naval Academy, a Master of Arts degree in national strategy and strategic studies from the Naval War College and a Project Management Professional certificate from the Project Management Institute.  In addition to earning the Lt. David Dillon leadership award as an FRS instructor, Mr. Grohe’s military awards include two Legions of Merit, the Defense Meritorious Service Medal, multiple Air Medals, the National Defense Medal from the French Navy and multiple other awards.  He is also a published author in a peer-reviewed academic journal.
