Master Chief Carver was born in Maryland and was raised in Virginia.  He graduated from Great Bridge High School in 1996.  In September of 1996, he reported to Recruit Training Command Great Lakes, IL.
 
Master Chief Carver reported to Navy Technical Training Center Corry Station Pensacola, FL to attend Cryptologic Technician Operator (CTO) Class “A” school and received orders to Tactical Support Center Sigonella, IT.  While stationed at Sigonella, he sent tactical message traffic for SIXTH Fleet air and maritime patrol reconnaissance squadrons supporting missions over the Mediterranean Sea and the Balkans.  Master Chief Carver received orders to Pre-Commissioning Unit Iwo Jima.  The USS IWO JIMA was commissioned on June 30, 2001.  During the ship’s maiden deployment, he participated in Operation Enduring Freedom and Joint Task Force Liberia.  Master Chief Carver transferred to Naval Security Group Activity Norfolk, VA and was the command’s Tech Control Supervisor and Electronic Key Management System Custodian.  Master Chief Carver was selected for the Cryptologic Technician Network (CTN) rating and transferred to the Navy Red Team at Navy Information Operations Command Norfolk, VA.  At NIOC Norfolk, he served as the Leading Petty Officer of the Operations Directorate and directed operations against the Department of Defense Information Network.  Master Chief Carver reported to Naval Recruiting District Michigan and then recruited at the Flint and Owosso recruiting stations.  He was selected as the NROTC Coordinator where he led 255 recruiters to submit 450 scholarship applications.  His district was the first in the nation to achieve all NROTC goals two consecutive years.  Master Chief Carver next reported to NIOC Maryland.  At NIOC Maryland, he served as the NSA/CSS Information Security Incident Response Team Operations Chief, Department Leading Chief Petty Officer, and the 02 National Mission Team Senior Enlisted Leader.  Master Chief Carver reported to Fleet Cyber Command/Commander TENTH Fleet in October 2015 and served as the Maritime Operations Center, Defensive Cyber Operations, and the Operations Directorate LCPO.  He led 125 personnel delivering SIGINT, cyber, and electronic warfighting effects.  Master Chief Carver currently serves as the Command’s Senior Enlisted Leader of Cyber Strike Activity SIXTY THREE.
 
Master Chief Carver has been awarded five Navy and Marine Corps Commendation Medals, four Navy and Marine Corps Achievement Medals, eight Good Conduct Medals, and various other medals, awards, and commendations.  He has earned his designation as Enlisted Information Warfare Specialist, Enlisted Surface Warfare Specialist, Enlisted Aviation Warfare Specialist, and Master Training Specialist.  Master Chief Carver is married with four children and resides in Annapolis, MD.
