Lt. Cmdr. Phillip Richmond

Executive Officer, Cyber Strike Activity (CSA) 63

14 February 2023 LCDR Phillip Richmond enlisted in the United States Navy in July 1995. Upon successful completion of basic training, he attended Radioman “A" school at Naval Training Center, San Diego. His enlisted tours include: USS INDEPENDENCE CV-62, USS KITTY HAWK CV-63, Afloat Training Group Western Pacific, U.S. CENTRAL COMMAND, USS VANDEGRIFT FFG-48, and USS MUSTIN DDG-89.
He was selected for Chief Petty Officer in 2005 during his tour to CENTCOM, and commissioned as Chief Warrant Officer 2 while deployed to the Combined Joint Special Operations Task Force, Afghanistan, in 2009.
His follow-on tours include AOIC at NCTS Far East Det Diego Garcia, Information Systems Officer on USS GEORGE WASHINGTON CVN-73, Officer in Charge, NCTS Far East Det Chinhae Korea, N6 at COMSUBPAC Navy Data Center, CSIO on USS BLUE RIDGE LCC-19, and Executive Officer and Deputy Operations and Training Department Head at NAVSOC. LCDR Richmond currently serves as the Executive Officer of Cyber Strike Activity SIXTY THREE.
In 2012, he selected for Limited Duty Officer and in 2015 lateral transferred to the Information Professional community. His personal awards include the Bronze Star Medal, Joint Service Commendation Medal, Navy Commendation Medal (7), Joint Service Achievement Medal, Navy Achievement Medal (3), Army Achievement Medal, Combat Action ribbon, and numerous other campaign and unit citations. LCDR Richmond is a qualified Information Warfare and Surface Warfare Officer, and authorized to wear the IUSS breast insignia.​
