Senior Chief James Fitzgerald MacArthur Williams I is a native of Washington, D.C.  He enlisted in the U.S. Navy on April 26, 2001.  He completed Recruit Training and ET “A” School in Great Lakes, Ill., and attended COMSEC Maintenance “C” School in San Diego, Calif. 
 
Upon completion of initial training, he reported to USS Winston S. Churchill (DDG 81) in May 2001, where he served as Communications Technician and qualified as an Enlisted Surface Warfare Specialist.  In 2002, he deployed and participated in the opening strikes of Operation Iraqi Freedom in March 2003 and a HOA deployment in 2005.  In June 2006, he reported to Naval Computer and Telecommunications Area Master Station Atlantic Detachment Hampton Roads, serving as Maintenance Leading Petty Officer.  In May 2009, he transferred to Explosive Ordnance Disposal Mobile Unit 12 in Little Creek, Va.  He served as N6 LPO, EKMS Manager, First Class Mess President, MWR President, and Command Fitness Leader, and qualified as an Enlisted Expeditionary Warfare Specialist. 
 
While deployed to Iraq in October 2009, he served as Electronic Warfare Officer for Task Force Troy North supporting 14 forward operating bases in USD North Iraq.  In July 2013, he reported to Center for Surface Combat Systems Detachment East where he was selected to Chief Petty Officer immediately upon arrival, and served as LCPO for 14 RADAR courses and Course Curriculum Model Manager for AN/SPS-49 A(V)1 RADAR course of instruction.  In January 2016, he reported to USS Paul Ignatius (DDG 117) pre-commissioning detachment and served as CE Division LCPO, completing ship’s custody transfer, load out, acceptance trials, CREW cert, and sail away. 
 
He qualified as CSOOW and CSTT Lead.  In June 2019, he was selected to Senior Chief Petty Officer.  In October 2019, he reported for duty aboard USS Gerald R. Ford (CVN 78) where he served as CS6 RADAR LCPO and Combat Systems Maintenance Manager, and qualified as an Enlisted Aviation Warfare Specialist.  He was key in the achievement of multiple USS Gerald R. Ford milestones including PALS cert, ACT, TEMPEST, and flight deck cert in preparation for maiden deployment. 
 
In March 2022, he reported to NCTAMS LANT as N61 LCPO and in March 2023, he assumed the role of Senior Enlisted Leader. 
 
Senior Chief Williams is a graduate of the Senior Enlisted Academy (Class 253 / Green) and holds an Associate’s Degree in Applied Electronics Technology.  He is currently pursuing a Project Management Professional (PMP) certification and Bachelors in Applied Science.  His personal awards include the Navy and Marine Corps Commendation Medal (two awards), Army Commendation Medal, Navy and Marine Corps Achievement Medal (four awards), Volunteer Service Medal, and various unit and campaign awards.
