Capt. Ryan A. Rippeon graduated from the United States Naval Academy in May 2004.  His education includes a Bachelor of Science in Computer Science from the Naval Academy, a Master of Science in Computer Science from the Naval Postgraduate School (NPS), a Master of Science in Modeling and Simulation from NPS, and a Master of Science in Government Leadership (Chief Information Officer Concentration) from the National War College. 
 
In 2006, he converted to an Information Professional (IP) officer through the Surface Warfare Officer (SWO) – IP option.  He is a Joint Qualified Officer, a member of the Navy’s Space Cadre community, holds a Level I Defense Acquisition Workforce Certification, and is a Certified Information Systems Security Professional (CISSP).
 
Afloat, Capt. Rippeon served as the Main Propulsion Officer and Automated Data Processing Officer aboard the USS Roosevelt (DDG 80) with two deployments to the Middle East and Africa; and Communications Department Head at Amphibious Squadron Six with three deployments to Central and South America. 
 
Ashore, he served as the Communications Department Head at the Navy Cyber Defense Operations Command; Presidential Communications Officer, commanded the Visual Information Command, and subsequently commanded the Executive Services Command at the White House Communications Agency (WHCA); J/G-6 Chief of Policy/Engineering at Joint Force Headquarters National Capital Region; Communications Director at the Naval Special Warfare Development Group; and Information Warfare Department Head at Operational Test and Evaluation Force.
 
Capt. Rippeon is currently serving as Commanding Officer of Naval Communications Security Material System, Washington, D.C.  His personal awards include the Defense Meritorious Service Medal (three), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (two), and various other personal/unit awards.  He is qualified to wear the Presidential Service Badge, along with the Information Dominance Warfare Officer and Surface Warfare Officer insignia.  His professional awards include the 2008 George L. Phillips Award for modeling/simulation excellence, 2016 Vice Admiral Richard Mayo Award, and the 2021 DOD Chief Information Officer (CIO) Award.
