A native of California, Chief Warrant Officer Noriega enlisted in the United States Navy in June 2004 and attended Recruit Training Command Great Lakes, Ill., under the Airman Apprenticeship program.
He obtained his commission in October 2020 through the Limited Duty Officer / Chief Warrant Program as a 7821 (Information Systems Technician) and reported to USS Michael Monsoor (DDG 1001) in February 2021 as his first tour as a commissioned officer. While serving on board Michael Monsoor, he served as the ship’s Communications and Cyber Officer and managed to achieve many first-in-class milestones for the Zumwalt class of ships, to include the implementation of the Zumwalt Operating Environment (ZOE), cybersecurity program and standards, and information warfare tactics while operating in communications denied and degraded environments.
Chief Warrant Officer Noriega’s prior sea duty assignments include Combat Communications Leading Chief Petty Officer aboard USS Wayne E. Meyer (DDG 108), where he simultaneously fulfilled demanding roles as the Information Systems Security Manager and COMSEC Account Manager. He also served as Combat Communications Leading Petty Officer in USS John Paul Jones (DDG 53) where he completed two WESTPAC deployments and various unit level inspections, and Message Center Supervisor onboard USS Ronald Reagan (CVN 76), where he completed Reagan’s maiden deployment to the Arabian Gulf in support of Operation Iraqi Enduring Freedom.
Ashore, Chief Warrant Officer Noriega served as an Information Assurance Manager and Brig Guard at NAVCONBRIG Miramar, and Instructor at Information Warfare Training Command San Diego, where he qualified and taught three different “C” schools and was selected for advancement to Chief Petty Officer in 2016.
He assumed the role as Officer in Charge of NAVCOMTELSTA Far East Det Misawa Japan in January of 2023.
He possesses a Master’s degree in Human Services and Counseling through Liberty University, and is qualified as a Command and Control / Cyberspace Operations Warfare Tactics Instructor, Information Warfare Officer, Afloat Training Specialist and Master Training Specialist.
Chief Warrant Officer Noriega’s personal awards include the Navy Commendation Medal (three awards), Navy Achievement Medal (four awards), Military Outstanding Volunteer Service Medal, and various unit and campaign awards.
