The son of a career Navy Cryptologic Warrant Officer, Commander Moaratty was born in the United Kingdom, and enlisted in the Navy in 1992 from Bangor, Maine. He served at sea and overseas as a Cryptologic Technician (collection). His experiences include serving in a CNO-directed Special Project and assignment as the Assistant Cryptologic Resource Coordinator aboard USS John F. Kennedy (CV 67) during 9/11 response and initiation of Operations Enduring Freedom and Iraqi Freedom. He was selected for Chief Petty Officer in 2003 and subsequently commissioned as Limited Duty Officer (Information Warfare) in 2007.
His first Officer assignment was to USS Lake Champlain (CG 57) as the Information Warfare Officer. He earned his Surface Warfare Officer qualification in 2008 and deployed during Operation Iraqi Freedom in support of Iraqi oil platform defense and counter-piracy operations in the Gulf of Aden. His key qualifications include Officer of the Deck Underway, Surface and Subsurface Warfare Coordinator, and Tomahawk Land Attack Missile Engagement Control Officer and served as ship’s Operations Officer.
In 2009, he reported to NIOC Misawa / Misawa Security Operations Center (MSOC) where he served as a Mission Director and the department head for Target and Network Analysis. While assigned to the MSOC, he served as the OIC of Cryptologic Support Team 27 embedded within the Army 4
th Brigade Combat Team, 101
st Airborne Division at FOB Sharana, Paktika Province Afghanistan.
In 2012, he assumed duties as the junior Cryptologic Warfare Officer Detailer at the Navy Personnel Command in Millington, Tenn., and was selected for the Restricted Line (Cryptologic Warfare Officer 1810).
In 2014, he served as the Cryptologic Resource Coordinator and Flag Lieutenant for Expeditionary Strike Group THREE. He subsequently served as Deputy N39 at COMTHIRDLFLT. In March 2020, he completed Naval War College Command and Naval Staff College, obtaining his Masters in National Security and Strategic Studies and completing the Halsey Bravo Advanced Research Project. Following graduation, he served as the Fleet Engagement Officer for PMW 120 / PEO C4I where he completed Acquisition Program Management, Level One.
In 2021, he was selected to fill the gapped O6 Director position at FCC CMF / CO-IPE USINDOPACOM. He led coordination of all cyberspace operations across the USINDOPACOM Theater.
Cmdr. Moaratty is qualified as an Information Warfare Officer and Surface Warfare Officer. His personal awards include the Defense Superior Service Medal, Meritorious Service Medal (two), Joint Service Commendation Medal (two), Navy Commendation Medal (five), Army Commendation Medal, Navy Achievement Medal (six), and various unit and campaign awards.
