Lt. Cmdr. Amanda Fromm, a native of Illinois, joined the U.S. Navy through the Bachelor Degree Completion Program (BDCP) while enrolled at Eastern Illinois University.  She graduated in the fall of 2009 with a degree in Earth Science with Secondary Education Teacher Certification.  Lt. Cmdr. Fromm graduated from Officer Candidate School in Newport, R.I. in March 2010 with direct accession into the METOC community.

Her first duty station was at the Naval Maritime Forecast Center / Joint Typhoon Warning Center from 2010 to 2013.  There, she established the Naval Tsunami Response Program and was responsible for developing guidelines and procedures for tsunami response to the Department of Defense as well as liaison with National Oceanographic and Atmospheric Administration (NOAA) tsunami and U.S. disaster response agencies.

During her time at Fleet Survey Team (FST) from 2013 to 2016, she graduated from the International Hydrographic Management and Engineering Program (IHMEP) Cat B program.  While at FST, Lt. Cmdr. Fromm deployed on three hydrographic surveys collecting littoral and offshore hydrographic data in support of Navy and Marine Corps amphibious and expeditionary operations and safety of navigation.  In 2015, she led a team in support of U.S. Forces Korea Joint Logistics Over the Shore (JLOTS) and COMPHIBRON 11 spring deployment in support of the Korean Marine Exchange Program (KMEP) and BALIKATAN 15.

Lt. Cmdr. Fromm served as the assistant certifications and assessments officer and battle watch captain for COMNAVMETOC / CTG 80.7 from 2016-2018.  Her efforts ensured that direct support METOC teams provided enhanced battlespace awareness to increase lethality across the globe and for CTG 80.7 to provide continuous operational command and control to globally deployed METOC forces.

Lt. Cmdr. Fromm graduated from the Naval Postgraduate School with her masters in meteorology and physical oceanography in December 2020.  In January 2021, she reported as the Meteorology and Oceanography (METOC) Officer on board USS Tripoli where she also served as the Legal Officer and Tactical Action Officer for USS Tripoli’s maiden deployment to the 7th Fleet Area of Responsibility.  Lt. Cmdr. Fromm is a METOC Warfare Tactics Instruction (WTI) dedicated to improving tactical performance across the Information Warfare domain.  

Lt. Cmdr. Fromm reported to Naval Computer and Telecommunications Station San Diego as the Executive Officer in March 2023.
