Joe is a native of Florida. He graduated from the U.S. Naval Academy in 2011 with a Bachelor of Science in Information Technology. He holds a Master of Science in Computer Science from the Naval Postgraduate School. He is a Command and Control / Cyber Operations (C2/CO) patch wearer from the IW Warfare Tactics Instructor course as well as a plank owner of the Maritime Cyber Warfare Community.
Joe served on USS Barry (DDG-52) as the Ordnance, Force Protection, and Visit, Board, Search, and Seizure (VBSS) Boarding Officer for his first tour. His second tour was on board USS Leyte Gulf (CG-55) as the Anti-submarine Warfare Officer and VBSS Boarding Officer. His shore tour was at Naval Network Warfare Command (NNWC) where he was a Battle Watch Caption for Task Force 1010 and was also part of the Cybersecurity Policy and Infrastructure Management division.
After NPS, he was assigned to Joint Force Headquarters – Department of Defense Information Network (JFHQ-DODIN), where he served as Chief of Operations on the JFHQ-DODIN Battle Watch before being selected as the Executive Assistant to the Deputy Commander. After JFQH-DODIN, he assumed the role of Executive Officer at Cyber Strike Activity 63.
Joe qualified Surface Warfare Officer in 2013 and Information Warfare Officer in 2016. His decorations include the Defense Meritorious Service Medal and the Navy Commendation Medal.
