Cmdr. Brinkmeyer is a native of California. He enlisted in the Navy in November 1995, was selected to Chief Petty Officer in 2004, and commissioned as a Cryptologic Warfare Officer in 2007 after attending Officer Candidate School. He holds a Bachelor of Science in Computer Information Systems from Chapman University. He graduated from the Naval Postgraduate School in 2013 with a Master of Science in Cyber Systems and Operations.
His operational and sea tours include serving aboard USS Los Angeles (SSN 688) and USS Santa Fe (SSN 763) as Fire Control Technician and Network Administrator where he completed three Western Pacific deployments. As a Cryptologic Warfare officer, he served as Direct Support Element Officer in support of CNO-directed special operations; Information Warfare Officer and Operations officer aboard USS Shoup (DDG 86); lead cyberspace operations planner for U.S. Naval Forces Europe and Africa, U.S. 6
th Fleet; and as Integrated Fires Officer and Deputy Information Warfare Commander for Task Force 70 and Carrier Strike Group 5 forward-deployed to Yokosuka, Japan.
Ashore, he served as Information Systems lead instructor at Trident Training Facility Bangor, division officer for Fleet Information Operations Center and Direct Support divisions at Navy Information Operations Command Hawaii, project manager for Global Signals Analysis Laboratory at Navy Cyber Warfare Development Group, and Executive Officer of Naval Ice Center.
His personal awards include the Navy Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various campaign, unit and service awards.
