Cmdr. Brooks began his naval career in 1990 as a Cryptologic Technician. He was promoted to Chief Petty Officer in 2000 and commissioned as a Limited Duty Officer in 2005. In 2013, he laterally transferred to the Cryptologic Warfare community. He holds a Bachelor of Science degree from Excelsior University and a Master of Arts degree in Defense and Strategic Studies from the U.S. Naval War College.
At sea, his assignments include tours aboard USS Ingersoll (DD 990), USS Monterey (CG 61), USS Mesa Verde (LPD 19), and Amphibious Squadron Four as Deputy Information Warfare Commander embarked on board USS Iwo Jima (LHD 7). His operational experience also includes serving as Officer-in-Charge of the Joint Task Force Guantanamo Technical Exploitation Cell and as Signals Intelligence Cell Officer-in-Charge for the Combined Joint Special Operations Task Force-Iraq.
Ashore, Cmdr. Brooks has held numerous key leadership and staff positions. He served as Deputy Director for Information Operations at U.S. Pacific Fleet; Division Chief for Intelligence Information Systems and Navy Element Commander at U.S. Indo-Pacific Command’s Joint Intelligence Operations Center; Cyber and Information Operations Planner at U.S. Fleet Forces Command; Deputy Director of Intelligence at Naval Special Warfare Group Four; and Deputy Assistant Chief of Staff for C5I at Naval Surface Forces Atlantic. Additional assignments include Information Warfare Officer Community Readiness Manager at Navy Cyber Forces Command, Branch Chief and Operations Officer at Navy Information Operations Command Menwith Hill, and Direct Support Officer and Department Head at Navy Information Operations Command Norfolk. Most recently, he served as the Executive Assistant to the Commander, Fleet Information Warfare Command Pacific in Honolulu, Hawaii.
Commander Brooks’ personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal, Navy and Marine Corps Achievement Medal, as well as various unit and campaign awards.
