Chief Warrant Officer Kirby is a native of Washington state. He enlisted in the United States Navy in May 2006, achieved the rank of Senior Chief Petty Officer in September 2020, and commissioned as a Chief Warrant Officer in May 2022. He received an associate’s degree in Arabic studies from the Defense Language Institute in December 2007.
His operational assignments include serving as an EP-3E Special Evaluator, Mission Supervisor, Naval Air Training and Operating Procedures Standardization (NATOPS) Instructor, NATOPS Officer, Crew Resource Management Instructor and Unit Level Manager, and Air Combat Training Continuum (ACTC) Instructor at Navy Information Operations Command (NIOC) Georgia during three Air Operations tours. He completed 15 forward deployments to U.S 4
th, 5
th, and 6
th Fleets in support of Operations Iraqi Freedom, New Dawn, Enduring Freedom, Juniper Shield, Noble Sentry, Spartan Shield, and emergent SOUTHCOM and AFRICOM operations. He additionally served as Airborne Telemetry Manager on board a CNO-sponsored special program aircraft while assigned to Navy Information Operations Detachment Kaneohe Bay and deployed numerous times in support of Operations Inherent Resolve and Enduring Freedom.
While ashore, he graduated the Military Language Analyst Program, a three-year internship at the National Security Agency, and earned the Master Cryptologist qualification during his assignment to NIOC Maryland. He is a patched Naval Air Warfare Development Center Weapons and Tactics Instructor (WTI) and conducted Air Combat Training Continuum certifications for COMNAVIFOR while serving at the Weapons and Tactics Unit, Information Warfare Training Group Detachment Whidbey Island.

His personal awards include the Air Medal (seven awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (five awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (four awards), Army Achievement Medal, and various unit and campaign awards.
