Cmdr. Quinzell "Q" Brown is a native Pennsylvania. In June 1999, he reported to Recruit Training Command, Great Lakes, Ill. After completing recruit training, he reported to his first command as an Information’s Systems Technician. He served the next eight years in various sea and shore leadership and technical roles, which resulted in his selection to Officer Candidate School and commission in May 2008.
At sea, in 2009 Cmdr. Brown reported to his first tour as an Information Professional Officer on board the 6
th Fleet Flagship USS Mount Whitney (LCC 20), located in Gaeta, Italy, where he served as the Information Systems Officer, Communications Officer, Electronic Key Management Systems Manager, and Automated Data Processing Officer. During this tour he earned Officer of the Deck (Underway), Combat Information Center Watch Officer, Surface Warfare Officer, and Information Warfare Officer qualifications. In 2015, he reported to USS Kearsarge (LHD 3), located in Norfolk, Va., and served as the Communications Officer and Principal Assistant to the C5I Officer. During this tour he earned his Tactical Action Officer qualification and provided vital communications support during a seven-month deployment in the Central Command Area of Responsibility. In 2017 he reported to USS George Washington (CVN 73), located in Norfolk, Va., where he served as the Combat Systems Information Officer and oversaw the installation of robust Enterprise Computer Network, valued at $1.8 million during a Complex Refueling and Overhaul. In 2022, he was reassigned to the USS Mount Whitney (LCC 20), as the C5I Officer, responsible for robust command and control capability, agile shipboard networks and combat lethal systems.
Ashore, Cmdr. Brown reported to Fleet Anti-Submarine Warfare Training Center, San Diego, Calif., where he served as an instructor of Naval Communications and Information Systems Security Manager. In 2013 he reported to Commander, Naval Network Warfare Command, Suffolk, Va., and served as Branch Head for Exercises and Planning where he developed and implemented Cyber Network Defense tactics in support of operation Rolling Tide. In 2019 he reported to Naval Telecommunications Stations Bahrain in Manama as the Department Head for the Theater Network Operations Center, where he provided telecommunications and computer network services throughout Central Command Area of Responsibility. In 2020 he served as the Officer in Charge of Naval Telecommunications Area Master Station Atlantic Detachment Rota, Spain providing telecommunications services to Naval Station Rota and its 27-tenant commands throughout the Iberian Peninsula. In 2024, Cmdr. Brown reported to the Naval Information Warfighting Development Center, Norfolk, Va., and served as Deputy Director of Electronic Warfare and Live Virtual Constructive Department Head.
He currently serves as Chief Staff Officer at Naval Information Warfare Training Group Headquarters which is responsible for three subordinate commands, two detachments, and two reserve commands.
Cmdr. Brown is a graduate of National Defense University and holds a Master of Science Degree in Government Information Leadership and a Master of Science Degree in Information Systems from Strayer University. He also holds a Graduate Certificate in Chief Information Officer from National Defense University.
Cmdr. Brown’s decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (six awards), Navy and Marine Corps Achievement Medal (five awards), and various unit and service awards.
