Capt. Cone, a native of Oklahoma, began his military career by enlisting in the U.S. Navy in 1988. As a Cryptologic Technician (Interpretive), he distinguished himself in a wide array of assignments with the Naval Security Group and National Security Agency, including duties as Senior Analyst/Reporter, Operations Supervisor, Subsurface / Airborne Mission Supervisor and Foreign Language Instructor / Technical Curriculum Developer. His extensive tactical cryptologic background provided a solid professional foundation and opportunities to qualify Submarines (USS Billfish) and Naval Aircrewman (EP-3E Aries II and ES-3A Shadow aircraft), culminating in selection to Chief Petty Officer.
Upon graduation from Officer Candidate School in 2000, he was commissioned an Ensign (Special Duty-Cryptology; subsequently re-designated Cryptologic Warfare). His operational and staff assignments include Direct Support Element Officer at Naval Security Group Activity, Ft. Meade, Senior Watch Officer / Chief of Enterprise Engineering at the Aerospace Data Facility, Buckley AFB, Mission Director at the Joint Defense Facility Pine Gap, Alice Springs, Australia, Flag Cryptologist / Cryptologic Resource Coordinator for Commander, Carrier Strike Group ELEVEN (USS Nimitz), Joint Military Planner at the National Security Agency, Ft. Meade, Director of Information Operations and Special Activities (N39) for Commander Naval Forces-Europe, Commander Naval Forces-Africa, Commander 6
th Fleet, Naples, Italy, and Senior Military Officer, Directorate of Capabilities, at the National Security Agency / Central Security Service, Ft. Meade.
His leadership assignments include Officer-in-Charge, U.S. Navy Information Operations Detachment Alice Springs, Australia, Officer in Charge, U.S. Navy Information Operations Detachment Digby, United Kingdom, Executive Officer, Navy Cyber Defense Operations Command, and Commanding Officer, Navy Information Operations Command Whidbey Island.
Most recently, he served as Information Warfare Commander, Carrier Strike Group TEN (USS George H W Bush and USS George Washington).
Capt. Cone’s personal awards include the Legion of Merit, Defense Meritorious Service Medal (four awards), Meritorious Service Medal (three awards), Joint Service Commendation Medal, Navy / Marine Corps Commendation Medal (two awards), Joint Service Achievement Medal, Navy / Marine Corps Achievement Medal (two awards), and various personal, unit, and campaign medals. He is entitled to wear the Information Dominance Warfare device, is designated a Joint Qualified Officer, is a graduate of the NSA Director’s Fellowship Program, and holds master’s degrees in both Public Administration (Bowie State University) and Systems Engineering (Naval Postgraduate School).
