Lt. Cmdr. Ian Waters is a native of North Carolina.  He enlisted in the Navy in 1997 and served as a submarine communications Electronics Technician prior to receiving his commission through the Limited Duty Officer program in 2011.  In 2021, he re-designated as an Information Professional / 1820 SV3.  He holds a Master of Science in Cybersecurity and a Bachelor of Science in Information Technology.

His commissioned assignments include Commander Submarine Forces Atlantic as the Broadcast Control Authority Officer; Commander Submarine Development Squadron Twelve, N6 Department Head; Officer in Charge Submarine Technical Support Center; Officer in Charge Navy Satellite Operations Center, Detachment Alfa; Commander Submarine Forces Atlantic, Fleet Information Systems Security Manager; and Commander Submarine Group Nine / Commander Task Group 114.3, Deputy Chief of Staff for C4I, Chief Information Officer and N6 Department Head.

Lt. Cmdr. Waters assumed command of the Naval Computer and Telecommunications Strategic Communications Unit, Oklahoma City on Sept. 25, 2025.

His awards include Meritorious Service Medal, Joint Commendation Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Army Achievement Medal, and various unit and service awards.
