Lt. Cmdr. James Rogers, originally from Pennsylvania, graduated from Methodist College with a B.S. in Business Administration and holds a M.S. in Technology Management from Columbia University.  He also completed Joint Professional Military Education (JPME) Phase 1 in 2024.  Rogers initially enlisted in 2009 as a CTN upon completion of Recruit Training and Cryptologic Technician – Networks “A” School. 

His operational enlisted assignment was a tour executing operations against joint, fleet, and national adversaries as an Interactive On-Net (ION) Operator.  His enlisted time was culminated as an adversary countermeasures SME and ION Trainer.  Directly following his first tour, he was commissioned as a Cryptologic Warfare Officer through Officer Candidate School.

Rogers’ operational assignments include Tactical Information Operations Officer at Special Reconnaissance Team ONE (SRT-1), leading cryptologic operators and analysts in full-spectrum operations in support of Operations Inherent Resolve and countering strategic competitors.  He completed deployments to Iraq and Bahrain in support of Special Operations Task Force-West and Joint Special Operations Task Force Bahrain. Additionally, he served as the N39 Cyber Division Officer at Naval Special Warfare Development Group, leading cryptologic operators and analyst in the development of cyber operations in the maritime and ground domain.  He also deployed as Deputy J2J39 in support of an Integrated Deterrence aligned Joint Task Force.

Rogers’ ashore officer assignments include a tour at NIOC Texas where he performed as a Battle Watch Captain, Operations Officer, and Executive Assistant to the base commander.  He led a team of more than 75 personnel that provided tactical support to SOUTHCOM.  He completed his O4 milestone as the Operations Officer at Navy Information Operations Command – Colorado where he led more than 380 personnel performing collection, exploitation, and signals analysis, space / counter-space, unmanned systems support, and sensor to shooter operations.  He also managed the execution of a 24/7 watchfloor supporting deployed forces.

In his personal life he enjoys outdoors and youth sports with his family.

His personal awards include the Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various campaign, unit, and service awards.
