Master Chief Bailey Madariaga, a military child with diverse roots, enlisted in the U.S. Navy in December 2009 from Fort Meade, Md. After completing basic training at Recruit Training Command, Great Lakes, Ill., she attended the Joint Cyber Analysis Course at Corey Station, Pensacola, qualifying as a Cryptologic Technician Networks (CTN).
Her initial assignment at Navy Information Operations Command (NIOC) Maryland saw her serve as a Senior Analyst within the NSA / CSS Threat Operations Center, where she earned her Information Warfare qualification. In 2014, she was certified as a Navy Interactive On-Net Operator (ION) after completing the rigorous Remote Interactive Operator Training. She then joined NIOC Hawaii as a plankowner of Combat Mission Team 502, where she served in multiple leadership roles, including Department Career Counselor, Leading Petty Officer, Watchbill Coordinator, and Division Leading Chief Petty Officer.
In 2017, Master Chief Madariaga transferred to Cyber Strike Activity SIXTY-THREE, supporting National Mission Team 21 as an ION and Department Leading Chief Petty Officer. She also contributed to the development of future CTNs through participation in the CTN Advancement Exam Readiness Review and Occupational Standards Review.
Joining the Joint Cyber Operations Group in 2020, she advanced to Senior Chief Petty Officer and served as an ION, Troop and Squadron Senior Enlisted Leader, and Squadron J3 Operations Chief. Her deployment in support of a Special Operations Joint Task Force led to her selection for Master Chief Petty Officer. In June 2024, she assumed the role of N9 Directorate Senior Enlisted Leader at NIOC Pacific.
In August 2025 she established an historic precedent as the inaugural Command Senior Enlisted Leader for CYBER GROUP ONE, the Navy's groundbreaking first Cyber Command, spearheading foundational practices for future cyber operations.
Master Chief Madariaga is a graduate of the Navy Senior Enlisted Academy (Class 240, April 2021) and the Joint Special Operations Senior Enlisted Academy (Class 48, November 2022). Her decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal (two awards), Navy Commendation Medal (two awards), and Joint Service Achievement Medal (two awards).
