Lt. Travis Carter hails from Indiana and graduated in May 2018 from Florida State University with a Bachelor of Science in Mechanical Engineering. He was commissioned on 04 May 2018 as a Student Naval Aviator through the Florida A&M University Naval Reserve Officer Training Corps. He reported to Naval Aviation Schools Command in Pensacola, FL in November 2018 to begin training as a Student Naval Aviator. In July 2019, he reported to Training Air Wing FIVE (TW-5) at NAS Whiting Field in Milton, FL for Primary flight training where he flew the T-6B TEXAN II at Training Squadron SIX (VT-6). After successfully completing Primary, in August 2020, he reported to South Whiting Field for advanced rotary flight training Helicopter Training Squadron EIGHT (HT-8) and flew the TH-57B SEA RANGER. In March 2021, He voluntarily left aviation training and re-designated as a Cryptologic Warfare Officer.
In November 2021, Carter began Cryptologic Warfare Officer Basic Course at Information Warfare Training Command (IWTC) Corry Station. In January 2022, he attended Information Warfare Officer Basic Course and Division Officer Leadership Course at IWTC Virginia Beach. In February 2022, he checked into Navy Information Operations Command Texas where he served in many capacities including Battle Watch Captain, Executive Assistant, and Command Legal Officer. Carter achieved his Cryptologic Warfare Officer qualification in September 2023 and was appointed Information Warfare Officer in February 2024.
In May 2024, He reported to Navy Information Operations Detachment, Korea where he assumed administrative responsibilities of N6 Department Head operational duties as a Cryptologic Engagements Officer.
Lt. Carter currently serves as the Assistant Officer in Charge of NIOD Korea.
