Capt. Michael J. Herlands, a Virginian native, is a 2000 graduate of the U.S. Naval Academy where he earned a Bachelor of Science in Electrical Engineering. He graduated from the Naval Postgraduate School Monterey, Calif., in 2007 with a Master of Science in Electrical Engineering, specializing in communications.
Capt. Herlands previous tours include the National Security Agency, Commander Naval Security Group, USS Kearsarge, Navy Information Operations Command (NIOC) Norfolk, Va., Expeditionary Strike Group 5, NIOC Sugar Grove W.V., Fleet Cyber Command / 10
th Fleet, NIOC Colorado, Navy Cyber Warfare Development Group, and United States Cyber Command. He served as Flag Aide to Vice Adm. Tighe at Fleet Cyber Command, was the Executive Officer at NIOC Sugar Grove W.V., and the Commanding Officer at NIOC Colorado.
Capt. Herlands is authorized to wear the Information Warfare Officer, Surface Warfare Officer, and Deep Submergence Insignia. He is fully Joint qualified, a member of the Acquisition Professional Community as a Program Manager, and was a 2020 Supreme Court Fellow. He has served on and lead teams that were awarded the Presidential Unit Citation, the Meritorious Unit Citation, and the Navy Battle “E”. He was the recipient of the 2018 Association of Old Crows Military Service Award-Navy and the 2019 National Military Intelligence Foundation’s Major General John E. Morrision Award.
His personal decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal (three awards), Joint Commendation Medal, Navy and Marine Corps Commendation Medal (two awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (three awards), and numerous other personal and unit awards.
