Lt. Cmdr. Robert Wilkins

LCDR Wilkins enlisted in the Navy as an Intelligence Specialist in August
of 2001 and was subsequently assigned to Tactical Air Control Squadron
(TACRON) TWELVE as an intelligence analyst and security assistant.
LCDR Wilkins received his degree and commission through the Seamanto-
Admiral Intelligence Officer Program. He was assigned to Carnegie Mellon University Naval Reserve
Officer Training Program and attended the University of Pittsburgh, where he studied Political Science
focusing on International Security. He graduated with Honors in 2009. Upon graduation, LCDR Wilkins
commissioned as an Ensign in the United States Navy.
Operational assignments include Naval Special Warfare Group THREE, DET SEA Hawaii, where he
served as the Assistant Intelligence Officer for SEAL Delivery Vehicle Team ONE (SDVT-1). During his
tenure at SDVT-1, LCDR Wilkins deployed for over 400 days across two deployments in support of
national tasking. 104 Combat Mission Team (CMT) at Navy Information Operations Center Georgia
(NIOC GA) as a Mission Commander in May 2016. He commanded over 60 on-net operations and
reorganized 104 CMT to support OPINTEL integration into Cyber. Joint Cyber Operations Group where
LCDR Wilkins served as the A-Troop Commander supporting Joint Special Operations Command cyber
requirements and deploying to Iraq as a Mission Manager.
LCDR Wilkins shore assignments include the Office of Naval Intelligence, where he served as RADM
Elizabeth Train’s Flag Aide, and in the Collections Department in support of Technical Collections and
Special Projects initiatives. At OPNAV Digital Warfare, he supported Non-Kinetic and Artificial
Intelligence related projects and the Project Convergence Experiment. He reported to his current
assignment as the Executive Officer of CWMA-61 in January 2023.
He is currently completing his degree in Management from the Kogod Business School at American
University through the Navy’s Low Residency Graduate Education Program.
LCDR Wilkins has had the opportunity to work with many high performing teams that have received the
Presidential Unit Citation, Joint Meritorious Unit Citation, Naval Unit Citation, and the Office of the
Director of National Intelligence Meritorious Unit Citation (2).
Lieutenant Commander Wilkins was raised in Reading, PA. His hobbies are running, as well as studying
security and economic related issues.
