Commander Robert “Jake” Bebber is the Commanding Officer of Cryptologic Warfare Activity (CWA) 67, located at Ft. George G. Meade, Maryland. CWA 67 has 423 Sailors who deliver critical Information Warfare capabilities to the Navy, Department of Defense, and the National Security Agency.
Prior to assuming command of CWA 67, CDR Bebber, was the Cyber Operations Branch Head at USSOCOM in Tampa, Florida. He arrived at USSOCOM in June of 2022 after serving as Executive Officer at Information Warfare Training Command Corry Station, located in Pensacola, Florida.
Jake joined the Navy in October 2006 at age 34 when he reported to Officer Candidate School at Pensacola Naval Air Station in Pensacola, Florida. He was commissioned in April 2007 and reported to Navy Information Operations Command, Maryland in July. Jake volunteered as an Individual Augmentee in August 2007 and was assigned to Provincial Reconstruction Team Khost, Afghanistan. Upon his return, Jake was assigned to the National Security Operations Center as the Expeditionary Support Officer for Team 4. In March 2009, he was promoted to Lieutenant Junior Grade. In 2010, he served as a submarine Direct Support Officer and led two Direct Support Element teams on two CNO-directed extended collection missions on board Atlantic Fleet combatants.
In 2011, Jake was assigned to the staff of Commander, U.S. 7
th Fleet, embarked in USS Blue Ridge, in Yokosuka, Japan. He served as both the Fleet SIGINT Information Warfare Officer (SIWO) and as Fleet Intelligence Watch Officer (FIWO). He also led the Combined Federal Campaign-Overseas for C7F.
In August of 2013, he was assigned to U.S. Cyber Command. He served as a Strategic Effects Planner in the J39 until December 2015, when he was requested by name by the Commander to join the USCYBERCOM-NSA Combined Action Group (CAG). In September of 2016, Jake was selected for promotion to LCDR.
In June of 2017, Jake reported to Carrier Strike Group 12 as the Cryptologic Resource Coordinator (CRC), embarked in USS Abraham Lincoln. He directed cryptologic operations through the entire OFRP cycle and deployed to the 6
th and 5
th Fleet AORs. While at CSG 12, he completed his IW Leadership qualification.
Jake arrived at IWTC Corry Station in July of 2019 where he assumed duties as the CRC Course Instructor. He completed his Master Training Specialist (MTS) qualification in June of 2020. In July of 2020, LCDR Bebber was a Below Zone selection to Commander. In March 2021, Jake assumed duties as Executive Officer. In September 2021, he assumed the rank of Commander.
Jake holds a Ph.D. in Public Policy and a Master’s degree in Public Administration from the University of Central Florida, and a Master’s degree in National Security and Strategic Studies from the Naval War College. He received his BA in Political Science from Stetson University in 1994. He has completed JPME Phase I and is JQS Level 2.
Jake has written extensively on topics related to Information Warfare, cryptologic operations, maritime strategy, war mobilization and preparation, and national security. His writing has appeared in
Proceedings, Orbis,
Comparative Strategy, the
Journal of Political Risk, the
Journal of Information Warfare,
Parameters, and elsewhere.
In April of 2022, Jake was awarded a non-resident fellowship through the Andrew Marshall Foundation and the Hudson Institute. He is researching future conflict and competition in the cognitive space.
Jake is supported by his wife and their two boys.
