Capt. O’Donovan is a native of Pennsylvania.  He is a 2000 graduate of the U.S. Naval Academy where he received a Bachelor of Science degree in computer science.  He was designated a Naval Aviator in 2002 and an Information Professional in 2016.  He holds a Master of Science degree from the Naval Post Graduate School in systems analysis, and Master of Arts degree in defense and strategic studies from the Naval War College.
 
O’Donovan's sea tours include Helicopter Anti-submarine Squadron Light FOUR THREE (HSL 43) where he deployed twice, once aboard USS McCloskey (FFG 41) and then aboard USS Princeton (CG 59).  He served as the air operations officer on the Destroyer Squadron TWENTY THREE staff.  He completed his department head tour at Helicopter Strike Maritime SEVEN FIVE (HSM 75) where he served as operations officer and deployed as Officer in Charge of the helicopter detachment aboard USS Stockdale (DDG 106).  While at sea he supported operations across the INDOPACOM, SOUTHCOM, and CENTCOM AORs to include two RIMPAC exercises, and Operations Enduring Freedom and Iraqi Freedom.
 
Ashore, O’Donovan served as operational test director for MH-60R/S programs at Air Test and Evaluation Squadron 1 (VX-1), deputy branch head in the office of the Chief of Naval Operations (OPNAV N2N6), and Operations Officer and Chief Staff Officer at Naval Computer and Telecommunications Area Master Station, Pacific.  He commanded Naval Computer and Telecommunications Station San Diego.  Most recently he served as the Deputy Director for C4, USINDOPACOM.
 
His decorations include the Defense Superior Service medal, Meritorious Service Medal (three awards), the Navy Commendation Medal (three awards) and the Navy Achievement Medal.
