Capt. Victor T. Taylor Jr. is a native of Pennsylvania, and was commissioned an Ensign in 2001 via the United States Naval Academy with a Bachelor of Science degree in Systems Engineering.  He holds a Master of Science in Engineering Management from Old Dominion University and Professional Certificates in Knowledge Superiority and Space Systems Operation from the Naval Postgraduate School. 
 
Following commissioning and completion of the Navy Nuclear Power pipeline in 2002, he reported to USS Louisiana (SSBN 743 BLUE) homeported at Naval Base Kings Bay, Ga., executing four strategic patrols in the Second Fleet area of responsibility and a change of homeport to Naval Base Kitsap-Bangor, WAash.  During this assignment, he qualified as a Submarine Warfare Officer and Navy Nuclear Engineer.  In 2005, he then reported to Commander Submarine Group SEVEN as the Korean Submarine Liaison Officer; routinely deploying to the Korean peninsula during crisis response operations in support of INDOPACOM and U.S. Forces Korea.  In 2007, Capt. Taylor transitioned to the Information Warfare Community as an Information Professional Officer.
 
Capt. Taylor’s additional operational assignments include: Fleet Communications Officer for the combined COMNAVEUR – COMNAVAFRICA – COMSIXTHFLT Staff (from 2007 to 2010) in Naples, Italy; Flag Communications Officer for the combined Commander Task Force SEVEN ZERO - Carrier Strike Group FIVE Staff (from 2012 to 2014) in Yokosuka, Japan; and Combat Systems Officer on board the USS Ronald Reagan (from 2018 to 2020) in Yokosuka, Japan.
 
Capt. Taylor deployed to Iraq as an Individual Augmentee from 2010 to 2011, assigned to the U.S. Forces -Iraq Joint Intelligence Directorate (J2) as the Communications Director and Network Architect, directly supporting Operations Iraqi Freedom and New Dawn.
 
Ashore, Capt. Taylor served at Naval Computer and Telecommunications Station San Diego Navy-Marine Corps Intranet Detachment Officer-in-Charge (2010); Naval Computer and Telecommunications Station Far East Detachment Diego Garcia Officer-in-Charge ( from 2014 to 2015); Special Operations Command Europe Theater Network Operations Division Chief, Stuttgart, Germany (from 2015 to 2018); Executive Officer / Chief Staff Officer for Naval Computer and Telecommunications Area Master Station Pacific, Wahiawa, Hawaii (from 2020 to 2021); Command, Control, Communications and Cyber (C4) Director (J6) for United States Forces Japan (USFJ), Yokota, Japan (from 2021 to 2023).
 
In January 2024, Capt. Taylor assumed Command of Naval Computer and Telecommunications Station Far East, located in Yokosuka, Japan.
