Cmdr. Stephen Fleet hails from Virgina. As a Virginia native, Stephen graduated with a B. S. in Biology from Virginia Polytechnic Institute and State University in 2007. Follow on studies included M. S. in Sports and Health Sciences, and M. S. in Meteorology and Physical Oceanography. Upon commissioning via NROTC Virginia Tech, he was stationed on USS John S. McCain as part of Forward Deployed Naval Forces from 2007 to 2009 and working as the Main Propulsion Assistant. Stephen was part of South China Sea Freedom of Navigation (SCS-FON) operations, Ballistic Missile Defense (BMD), and Defense of Korea (DOK) operations. From 2009 to 2012, Stephen served as Operations Officer of PC Crew Juliet in support of Enduring Freedom and Global War of Terrorism. Follow on tours included serving as the Iraq, Yemen, and Central Asian States J3 Desk Officer for Special Operations Command, Central, in a Global War on Terrorism Support Assignment.
Following CENTCOM duties, Stephen transferred to the METOC community where his first assignment included working as Operations Officer for the Naval Oceanographic Office. Stephen's duties included T-AGS hulled vessel scheduling, diplomatic clearances, Glider operations, and Disaster Preparedness.
Stephen attended Naval Postgraduate School from 2014 to 2016, where he obtained an M. S. in Meteorology and Physical Oceanography, with thesis emphasis on under ice turbulent heat transfer in the Arctic Ocean. Stephen completed a tour on the USS Theodore Roosevelt as a METOC Officer and qualified as Officer of the Deck. He completed a deployment which included several months in the C5F AOR conducting strikes in Iraq, Afghanistan, and Syria.
Stephen checked on board NIOC Whidbey Island, CTG 102 in March 2019 where he served as the Executive Officer and oversaw a DIRSUP command of 120 personnel supporting EP-3E Cryptologic and SIGINT operations. In November 2021, Stephen reported to OPNAV staff N2N6E as Aviation Requirements Officer, and further transferred to NAVCENT / C5F staff in November 2022, serving as C5F Oceanographer and Maritime Operations Center Executive Officer. As part of C5F, Stephen contributed to the war against Huthi rebels, Iran & Israel conflict, and humanitarian assistance into Gaza.
