Capt. Paul McKelvey

Capt. Paul McKelvey assumed command of NIOC Georgia / CTF-1050 in August 2024. He is a native of New York and a 1996 graduate of the Eastman School of Music at the University of Rochester, where he received a Bachelor of Arts in Music. He holds a Master of Science in Strategic Intelligence from National Intelligence University, and Certificates in Space Studies and Information Operations and Systems from the Naval Postgraduate School. He also studied at the University of Michigan-Ann Arbor as a Graduate Fellow. He received his commission through Navy Officer Candidate School in 1999.
A former Naval Flight Officer (EP-3E), McKelvey lateral transferred to Cryptologic Warfare in 2011.
His operational tours include Team Lead and plank owner of 505 Combat Mission Team (505 CMT), Tactical Action Officer and Assistant Strike Officer aboard USS Nimitz (CVN-68), and Electronic Warfare Mission Commander / Senior Evaluator and Tactics Officer with Fleet Air Reconnaissance Squadron ONE (VQ-1). He has completed nine deployments in USCENTCOM and USINDOPACOM.
McKelvey’s shore tours include Deputy Director for Intelligence / Fleet Cryptologist at U.S. Pacific Fleet; Executive Officer of Navy Information Operations Command Hawaii; Deputy Group Chief for Cybersecurity and Counterintelligence Operations at National Security Agency Hawaii; Cryptologic Resource Coordinator and Collection Manager at U.S. Naval Forces Central Command / Commander 5
th Fleet; Department Head at Navy Information Operations Command Maryland, where he held various leadership positions throughout National Security Agency Washington; and Reconnaissance Officer with the Defense Intelligence Agency.
