About Us
Established on 28 March 2018, Naval Information Warfare Training Group (NIWTG) Norfolk assumed the Information Warfare (IW) training mission formerly executed by Navy Information Operations Command (NIOC) Norfolk. Its mission is to advance the Fleet’s IW warfighting readiness by delivering tailored operational training, deploying highly experienced IW subject-matter experts, and supporting both afloat and ashore commands. NIWTG Norfolk was founded in direct response to the Navy’s growing demand for IW proficiency across the spectrum of conflict - including operations in contested and denied environments during an era of strategic competition.
Though established under its current name in 2018, NIWTG Norfolk’s operational roots trace back more than seven decades. Originally focused on Military Deception and Psychological Operations, the command has undergone multiple name changes and mission realignments to meet the evolving demands of naval warfare. Today, its core capabilities include unit-level training in Intelligence, Cryptologic Warfare, Electronic Warfare, Cyberspace Operations, and Communications - directly aligned with Fleet and Joint operational priorities.
In November 2014, the Chief of Naval Operations issued the Warfighting Development Centers Implementation Guidance, directing each warfare community to establish centers of excellence for doctrine, training, and tactical development. In alignment with this directive, Fleet Cyber Command / U.S. 10th Fleet (FCC / C10F) endorsed the creation of Naval Information Warfare Development Command (NIWDC) and the NIWTG concept in early 2017.
Later that year, Commander, Naval Information Forces (NAVIFOR) designated NIWTG Norfolk as the executive agent for all IW unit-level training and assessment - solidifying its role as the Fleet’s primary IW training authority.
Working closely with NAVIFOR and NIWDC, NIWTG Norfolk has focused on enhancing and institutionalizing standardized training across the Cryptologic, Cyberspace, and Electronic Warfare disciplines. In October 2022, the command formally assumed responsibility from Afloat Training Group (ATG) for delivering and certifying Basic Phase unit-level training in the Communications and Intelligence mission areas.
To support global Fleet readiness, NIWTG Norfolk continues to expand its mission scope and organizational structure:
- In 2018, the Dam Neck Submarine Training Team (DSTT) was established to support Submarine Direct Support Elements.
- In 2019, a portion of NIWTG Norfolk’s senior staff was formally designated as Commander, Naval Information Warfare Training Group (CNIWTG) Headquarters, allowing NIWTG Norfolk to focus on training delivery for units based in Norfolk, Mayport, Spain, and Bahrain.
- In 2022, NIWTG Norfolk established a dedicated IW Training Department in Mayport.
- In 2024, the command stood up the Weapons Tactics Unit (WTU) to provide advanced IW training support to VUP-19 and P-8A INC3B2 aircrews.
NIWTG Norfolk remains aligned with evolving Fleet deployment models by integrating closely with platform Type Commanders and Afloat Training Groups to deliver continuous, unit-level IW readiness throughout the Optimized Fleet Response Plan (OFRP) cycle.
As one of only two IW community commands solely dedicated to Fleet IW training, NIWTG Norfolk serves as a single point of contact for operational commanders seeking tailored, scalable, and mission-relevant IW training. By delivering technically rigorous, tactically grounded instruction, NIWTG Norfolk ensures commanders can fully leverage their organic IW capabilities and national-level support to achieve decisive advantage in the maritime domain.
