This position serves as a Management Analyst position and will serve as an Administrative Assistant to the Administrative Officer (AO) located within the Administrative Office of NCDOC/CTF1020. The major duties are to support the AO in all civilian personnel inter-command functions.
Duties and Responsibilities:
Major Duties:  
- Monitors, coordinates, and tracks all on-going and projected civilian personnel actions within the command; initiates, reviews, and updates numerous administrative reports related to civilian personnel management (i.e. position vacancy and onboarding reports, recruitment status reports, billet identification number updates).
 
- Provides accurate and timely documentation to the Command Senior Civilian in advance of all performance award boards or in support of incentive award submissions/boards; standardizes recurring civilian personnel reports (gain/loss reports, billet change reports, telework status reports, etc.).
 
- Assists in the management of the civilian performance appraisal plan program, performance awards program, and incentive awards programs. This includes compliance to all facets of the requirements within the Performance Award Tool, ensuring timely submissions from supervisors and employees of mid-year progress reviews and annual close-outs, assisting with management of the award program/resources.
 
- Assists in managing the Drug-Free Workplace Program (DFWP). Assist the DPC in managing the issuance of all 30-day individual notices to employees that occupy a testing designated position (TDP) and retain documentation verifying receipt of notice.

This position serves as the Information Technology (IT) Specialist (DATAMGT) and serves as an Information Management (IM) Specialist and responsible for liaising and consulting command-wide to promote and market effective command information and records management practices, coordinates needs and provides recommendations, to the Knowledge Management Officer (KMO), that align with the strategic direction for command corporate knowledge and records management. The IM specialist is also responsible for providing advice and training to departmental personnel on the management and workflows of command knowledge, information, and records in a dynamic technology environment.
 
Duties and Responsibilities:
Major Duties: 

  • Primary responsibility of planning, designing, and assisting the KMO with coordinating NCDOC’s IM program.

  • Serves as a subject matter expert on SharePoint portal capabilities and utilization to facilitate KM processes to gain efficiencies in support of NCDOC’s mission, vision, and strategic goals, and objectives.

  • Conduct technical analysis to enable data driven decisions regarding identifying options or to validate courses of action in development and execution of enterprise KM technical solutions.

  • Create products for course management systems; apply data analytics, knowledge-management skills, and consultation experience to improve learning programs. Supervise and conduct KM process training, including content management procedures for staff members.

Duties and Responsibilities:
Major Duties:

  • As a network automation engineer, evaluates functional requirements and develops customer-oriented solutions; tests systems to ensure compliance with specifications and requirements. Installs, configures tests, operates, maintains, and manages networks and their firewalls, including hardware (switches, routers, cables, proxy servers, and protection systems) and software that permit the sharing and transmission of all spectrum transmissions of information to support the security of information and information systems.

  • Conducts threat assessments, monitors and uses defensive measures on the network to remediate unauthorized activities, and responds to crisis or urgent situations within the pertinent domain to mitigate immediate and potential threats.

  • Automate network administrator duties to include: securing and optimizing switches and routers; monitoring network performance; performing network diagnostics; analyzing network traffic patterns; installing network software fixes and upgrades.

  • Test, implement, deploy, and maintain infrastructure, hardware, and software. Plan, implement, and operate network services, physical or virtual systems. Establish and manage user accounts and backup and recovery tasks.

Summary:
This is a permanent Cyber Excepted Service appointment IAW 10USC 1599F, Work Category Professional, Work Level II, position with a full-time work schedule.

Introduction:
This position serves as an Information Technology (IT) Specialist (PLCYPLN) and serves as a Defense Cyber Operations (DCO) Planner and action officer. The position is located within the Plans and Policy department (N5) of Navy Cyber Defense Operations Command, Task Force 1020 in Suffolk, VA.
 
Duties and Responsibilities:
Major Duties:  
-Reviews DoD and Navy specific DCO guidance, develop command-level doctrine, policy, operational guidelines and maintain policies and procedures current with DoD level guidance to provide operational recommendations; proactively review for strategic, operational, and tactical level input and coordination with DoD, Joint Staff, national agencies, and Navy DCO plans, policies, orders, and security memorandums as required in anticipation of annual/biannual review cycles.
 
-Work typically involves a wide range of DCO management activities that may extend and apply to multiple enterprise level network enclaves and Joint Combatant Commander’s area of responsibility (AOR); this includes strategic planning, cyber workforce planning, knowledge management, auditing, and information security management.
 
-Provide operational coordination support and guidance in the establishment of DCO mission systems to increase operational capabilities; assist with planning strategies and identifying technical and operational requirements to provide guidance in the development of DCO capabilities.
 
-Develop detailed technical and non-technical briefings; provide informational updates to the senior staff on all current and future developments and implementation of pending plans and policy to include operational effects and impact; establish metrics to assess DCO mission readiness and make recommendations for future funding requirement gaps to improve capability.
 
-Will perform other related duties as assigned.
 
Qualified candidates will demonstrate experience with the following:
 
-Knowledge and skill in applying IT and DCO theories, concepts, standards, practices sufficient to develop new theories, concepts, principles, standards, and methods in DCO

-Knowledge and skill in applying: policy and planning concepts and practices; performance management, measurement methods, and tools, and project management methods sufficient to work with internal/external stakeholders to establish priorities and manage risk for DCO projects and plans.
