Our positions transitioned to the Cyber Excepted Personnel System (CES) on August 18, 2019. CES is a Title 10 Excepted Service personnel system for civilian Cyber employees within the Department of Defense. In accordance with Section 1599f of Title 10, United States Code, most of our positions have been identified for conversion from the competitive service to the Cyber Excepted Service Personnel System (CES). Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment, in the new CES position if they (1) Transfer without a break in service; or (2) are promoted, demoted, or reassigned to a CES position.

Introduction:
This position serves as the Financial Management Analyst for the N00FM department at Navy Cyber Defense Operations Command (NCDOC) and works under direct supervision of the Supervisory Financial Management Analyst (GG-0501-13). The financial management community recognizes the expanded scope and variety of work currently performed and the evolving requirements of the future and has aligned the occupational series used within the Department of the Navy to reflect the content of work performed. This alignment acknowledges the breadth of knowledge and skills required to accomplish the financial management mission of the DoN.

 
Duties and Responsibilities:
-Incumbent performs or advises on work in any of the phases or systems of budget administration, to include but not limited to formulation of budget and estimates to support plans, programs, and activities. Work may also include development, determination, and interpretation of budgetary policies and practices.
 
-Responsible for monitoring and tracking expenditures of NCDOC’s budget and prepare fund status reports, and perform budget formulation work involving assistance, review and preparation of annual funding needs for one or more future budget years.
 
-Reviews, prioritizes, and addresses issues impacting the financial management department, and participate and assist with financial analysis and planning activities related to the Navy Cyber domain financial community.
 
Qualified candidates will demonstrate experience with the following:
-Comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations
-Knowledge of financial management systems and standard procedures in Degree A-4

Introduction:
This position is an IT Specialist (PLCYPLN) position and serves as a DCO Planner and action officer in support of NCDOC’s DCO mission. This position is located within the Plans and Policy (N5) department at Navy Cyber Defense Operations Command (NCDOC), Suffolk, VA.
 
Duties and Responsibilities:
Major Duties:
-Reviews DoD and DoN specific DCO guidance and develops command level doctrine, policy, operational guidelines and maintains policies and procedures to provide operational recommendations.
 
-Responsible for a wide range of DCO management activities that include strategic planning, cyber workforce planning, knowledge management, auditing, and  information security management.
 
-Provides operational coordination support and guidance in the establishment of DCO mission systems to increase operational capabilities, and assist with identifying technical and operational requirements to provide guidance in the development of DCO capabilities.
 
-Develop technical and non-technical briefings that provide informational updates to senior leadership on all current and future developments and implementation of pending plans and policy to include operational effects and impact on Navy networks and systems.
 
Qualified candidates will demonstrate experience with the following:
-Applying IT and DCO theories, concepts, standards, practices sufficient to develop new theories, concepts, principles, and methods for DCO.
 
-Applying Joint DoD CSSP framework and reporting requirements sufficient to facilitate cross-service and Joint analysis to identify duplicative efforts, policy planning, procedures, and opportunities for collaboration within the Navy and across DoD agencies.
 
-Applying information assurance and information security policies, techniques, and equipment within DoD, DoN, and commercial industries.
 
-Applying interrelationships of multiple cyber disciplines (e.g. DCO and DODIN Ops) sufficient to manage communities of interest involved in the development and implementation of workable approaches to distributed mission functions and other cyber related operational defense initiatives while also applying the Joint Operational Planning Process (JOPP).

Introduction:
This position is an Information Systems Security Officer (ISSO) system administrator on the Executive Staff/Cybersecurity (N00CS) at Navy Cyber Defense Operations Command (NCDOC), Suffolk, VA.

Duties and Responsibilities:
Major Duties:
-This position is responsible for implementing the cybersecurity program for NCDOC to ensure the Computing Environment (CE) is operational and secure by developing, issuing, and implementing security procedures and protocols governing network operations; responsible for the proper configuration, operation, and maintenance of the cybersecurity security stack (consisting of routers, firewalls, and intrusion detection systems) located within the command.
 
-Responsible for the configuration operation and maintenance of automated updated systems within cybersecurity and enforces security policies and safeguards on all personnel having access to command Information Systems (IS).
 
-Implements the risk management program required by DoN and verifies appropriate security tests are completed and documented.
 
-Ensures command IS are accredited and supporting documentation is developed and maintained, reviews the accreditation plan and re-accreditation activities; ensures proposed system changes are complete and implemented system modifications do not adversely affect the security of the system.
 
-Develop, distribute, track and manages security training, and fostering IS user security training and awareness.
 
Qualified candidates will demonstrate experience with the following:
-Interrelationships of multiple IT specialties, IT architecture and new IT developments and applications.
-Systems security assessment and authorization and applying IT security principles and methods to include applying organizational policies and planning formulation process.
-NIST security controls associated with RMF and the ability to apply those controls in the organization’s CE.
-Network systems design, installation, operations, management, and methods; protection of the total infrastructure environment.

-Responsible for Splunk dashboarding and reporting queries using Splunk search processing language
-Utilize advanced visualization techniques in Splunk
-Optimize performance of Splunk search/job queries, dashboard and reports
-Responsible for data extraction tools/techniques for use in Splunk reporting options
-Responsible for the performance and maintenance of front end Splunk products
-Assist in the collection and processing of internal and external system and data requirements, communicating requirements to leadership
-Manage system performance, capacity, availability, serviceability, recoverability, and compliance
